Turkey does not allow permanent roaming.
If you are planning to use, or currently using your SIM in a device in Turkey you should be aware of the following regulations.
If your SIM is blocked by the Turkish networks due to infringement of its permanent roaming regulations we are unable to intervene.

The Turkish authorities are particularly strict regarding permanent roaming and have advised all devices deemed as permanent roamers will be switched off by the 24th of November
Permanent Data Roaming is no longer allowed, whereby a Permanent Data Roamer is defined as cumulative user of roaming services on the same IMEI for 91 days (accumulated) or more per 120 days period on the network where voice service users will be excluded. This threshold of 91 days will be based on use on all Turkish Roaming Partner networks together. The Turkish regulator has the traffic data to analyze and is identifying permanent roaming blocking lists.
Starting from the date the regulator includes an IMEI to the blocking list, device owners will have 30 days to register their devices over a Turkish MSISDN of theirs (with a Turkish subscription) and after the line activation, device owners will need to log in to Turkish eGovernment Portal through the link below, register (pair) their IMEIs with their Turkish MSISDN by paying 250 TL registration fee online in EGovernment Portal. The identified IMEI will only be able to generate traffic within Turkey when it is linked to a Turkish subscription. The entity entering into a Turkish subscription should be located in Turkey, or a contact (Turkish or foreign) located in Turkey should sign the subscription agreement. Several documents are required like Turkish Identification Number and Identity Document and the document indicating that the person is authorized to represent the entity and the signature circular. In case the authorized representative is a non-Turkish person, Foreign Citizenship Identification Number and card is being required
“According to Turkish Law 7186 & 23 permanent data roamers will be banned from Turkish MNO networks.
Permanent data roamer is defined as: cumulative user of roaming services by the same IMEI for 91 days (accumulated) or more per 120 days period on the network where voice service users will be excluded.
Please inform your relevant customers that any product (m2m etc.) including IMEI should be registered by submitting IMEI number list during Turkish customs procedures.
For users who have violated this customs procedure, Turkish Law 7186 & 24 gives a remission. Where they can register their devices to be able to continue using them with Turkish Mobile subscriptions on https://www.turkiye.gov.tr/btkuluslararasi-daimi-veri-dolasimi by paying 250₺ otherwise devices will be blacklisted in Turkish CEIR and will be banned from Turkish MNO networks after 30 days.
This option will only be available for the IMEIs that are detected to be permanently roaming according to the above principle before 19.07.2019. Kindly be advised an informative SMS will be sent to the devices which will be affected from permanent roaming regulation by Turkish MNOs.”
